If payroll still means a spreadsheet, a calculator and a last-minute scramble every month, a payroll system Hong Kong businesses can run themselves will pay for itself quickly. Payroll here is never just “salary in, salary out” — MPF contributions, IR56B and IR56E filing and statutory leave pay all hang off the same numbers, so a single input error turns into three compliance problems. This page covers what a proper payroll setup handles, what it costs, and how we build one for Hong Kong SMEs. Payroll is usually the first thing a company moves off spreadsheets, which makes it the natural entry point — and the cheapest, because there is far less custom development in it than in a sales or inventory system.
Payroll System Hong Kong: What It Handles
A payroll system worth the name does far more than multiply a monthly salary. At minimum it should cover:
- Monthly payroll run — salaries, allowances, overtime, unpaid leave, deductions and final payments.
- MPF contributions — employer and employee shares computed on relevant income, with the contribution file your trustee expects.
- IRD reporting — IR56B annual returns, IR56E for new joiners, IR56F and IR56G for leavers.
- Statutory leave pay — holiday pay, annual leave pay, sick leave pay and maternity leave pay calculated on average daily wage.
- Payslips — generated and delivered automatically, with self-service access for staff.
- Reports — payroll cost by department, headcount, MPF totals and year-to-date figures.
The Hong Kong Payroll Cycle, Step by Step
- Collect the month’s inputs — attendance, overtime, leave taken, new joiners and leavers. This is where a real system earns its keep: if attendance is already captured, the step is automatic rather than a round of emails.
- Calculate gross pay — base salary plus allowances, less unpaid leave and other deductions.
- Apply MPF and other deductions — employer and employee shares computed separately on relevant income.
- Pay staff — by bank autopay, from a payment file or batch instruction.
- Issue payslips — automatically, with a record of what was paid and when.
- Report — contribution files to the MPF trustee, and IRD returns when they fall due.
Done by hand, that loop consumes one to three days a month and a meaningful risk of error. Done by a payroll system, it is a review-and-approve step.
MPF Contributions
Employers and employees each contribute 5% of relevant income, with employee contributions capped at the statutory maximum relevant income level of HK$30,000 per month. Contributions are due by the 10th day after the contribution period, and the employer share cannot be deducted from the employee’s wages. A payroll system computes both shares, tracks the payment deadline and produces the remittance file — which is the part most spreadsheet setups get wrong at least once a year.
IRD Reporting: IR56B, IR56E, IR56F and IR56G
Hong Kong employers file a family of returns, each triggered by a different event:
- IR56B — annual return of remuneration for every employee still in service at year end.
- IR56E — filed when a new employee starts.
- IR56F — filed when an employee ceases employment.
- IR56G — filed when an employee is leaving Hong Kong permanently.
Every one of these is generated from data the payroll system already holds. When the numbers and the returns come from the same source, filing season becomes an export instead of a data-entry project.
Statutory Leave Pay and the Average Daily Wage
Under section 713 of the Employment Ordinance, statutory holiday pay, annual leave pay, sick leave pay and maternity leave pay are all calculated on the employee’s average daily wage over the preceding 12 months — which means the correct figure is almost never simply “monthly salary ÷ 30”. Recomputing that for every employee, for every leave type, every time, is exactly the sort of calculation software should own.
Payslips and Employee Self-Service
Staff want three things without emailing HR: their payslip, their leave balance and last month’s MPF. All three are browser-based, so they work on a phone or laptop with nothing to install. Payslips are issued automatically at each payroll run and stored, which also settles most “can you resend my 2024 payslip” requests permanently.
Connected to Your HR System and Accounting
Payroll never runs in isolation. It reads from HR — employee records, leave balances, attendance — and writes into accounting as salary cost, MPF payable and accruals. Potoco builds both sides on the same platform, so the figures reconcile by construction rather than by month-end detective work. See our custom HR system for Hong Kong SMEs and our custom ERP for Hong Kong SMEs. Both are part of our business management systems for Hong Kong SMEs.
Where It Runs: On Your Own Premises
Payroll data is the last thing most companies want sitting in somebody else’s cloud. This system is not a cloud subscription: we install it on a machine inside your own office — Linux and Docker, with the application, the PostgreSQL database and the Nginx web server running as separate containers — and your team reaches it over your own network.
- Your data never leaves the building. Customer records, salaries, MPF data and financials sit on hardware you control. Nothing is uploaded to a vendor’s cloud, and nothing is sent to a public AI model.
- No software licence. The platform is Odoo 19 Community Edition, which is open source, so there is no per-seat licence to buy on top of the monthly fee.
- Not dependent on your internet line. Day-to-day work runs over your own network, and it keeps working when the broadband does not.
- Open source, so no lock-in. The platform and the custom modules are yours to inspect. No vendor can switch your system off or hold your data to ransom.
- One machine, standard parts. Everything runs in Linux containers (Docker), so the system is portable — it can be backed up, moved, or rebuilt on replacement hardware.
You do not need a server room or an IT department: we set up the machine and maintain it as a managed service.
What a Payroll System Costs in Hong Kong
Our model is a one-off setup fee to configure payroll around your policies and install it on your own machine, plus a monthly fee banded by the number of modules and users — more staff means more payroll records to support, so the fee steps up in bands, starting at around HK$500 a month for the smallest configuration. There is no software licence to buy on top of it. If you would rather not run the IT side at all, day-to-day operation and support are covered by our IT support outsourcing plans.
Frequently Asked Questions
Can a payroll system file IR56B automatically?
It can produce the IR56B and IR56E data in the format the IRD expects, generated from the payroll records already in the system. The return itself is filed through the IRD’s own channels; the system removes the data gathering and the arithmetic.
Is a cloud-based payroll system safe for salary data?
Access is role-based and auditable — salary figures are visible only to the people who should see them, and changes are logged. Hosted storage with backups is generally safer than a payroll spreadsheet on a shared drive.
How is payroll software different from payroll outsourcing?
Software keeps the process in-house: your team approves each run and retains the data. Outsourcing hands the whole function to a provider. Many Hong Kong SMEs start with software and add support for the parts they would rather not touch — the two are not mutually exclusive.
How long does setup take?
For a 20–100 staff company, a payroll module typically goes live within a few weeks once your pay components, MPF arrangements and approval flow are confirmed — usually alongside the HR modules it depends on.
